A CalMatters analysis finds that the vast majority of California cities and counties are falling short of the housing targets the state assigns every eight years across four affordability levels. With much of the state, including all of Southern California, now past its halfway mark, only about 29% are on pace for market-rate units and fewer than 6% for the lowest-income category. The findings underscore how far local governments, Sonoma Valley's included, remain from denting the state's affordable-housing shortage.
